you are retiring a PC that has an OEM operating system license, you may not transfer that
license to a new PC
�If you are buying a new PC or need a
full-version (as opposed to an upgrade) license of any Microsoft desktop
operating system, there are only two ways to acquire it.� A new PC (desktop and laptop) should come
preinstalled with the operating system and should have the Certificate of
Authenticity label applied to the side of the desktop or bottom of the
laptop.� You may also purchase a full
version license in a full packaged product from a retail store.
�If you have an Open License, Select, or other
type of Microsoft licensing agreement, you may purchase only upgrades to
existing operating systems to current versions.
�If your current PCs have an OEM version of a
Microsoft operating system, and you are planning to retire those PCs by
scrapping them or donating them, you may not transfer the existing OS license
to a new PC.
